A roadmap for the board
GLA Board Policies
Our Covenants create rules and require the GLA board to fulfill them. Such as Covenant 8.01c that states "The Association intends to maintain a private road system within the platted road easements for vehicular access to the various parcels within the Community." The 2025 Road Policy assists the GLA Board in fulfilling the requirement stated in Covenant 8.01. Policies are created by the GLA Board to guide them in fulfilling covenant rules.
Policies cannot make new rules but may reference existing rules. A policy is a method of enforcing or achieving Covenant and Land Use Master Plan rules. New rules must be approved by a landowner vote. Policies should be vetted by legal counsel and only need a board majority vote for enactment. Every board can revisit, revise, or rescind any previous board's policies.

2025 Road Policy

The Road Policy addresses covenant requirements and priorities for road plowing and maintenance in Glastonbury. Roads are classified as arterial or collector based on the number of dwellings and destinations for drivers. Service is prioritized for arterial roads. Periodic inspections by a qualified engineer are required.

Past Due Assessment Collection Policy

This policy addresses the covenant requirement to collect past due assessments. A series of detailed steps is outlined before a landowner faces foreclosure and the loss of their property.

Criteria for Closed Board or Board Committee Meeting

Almost all GLA Board meetings are open to landowners. However, they may hold a closed meeting or session at their discretion. The most common reasons for holding a closed session or meeting are delineated in this policy. Minutes are not written for closed sessions, but the meetings are recorded.

GLA Board's Code of Conduct Policy

The Code of Conduct outlines the best director qualities needed for a successful board. It is hoped that by signing this policy, directors will behave accordingly.

Conduct of Meeting Policy

The purpose of this policy is to set out the basic operational rules for Membership, Board, and Committee meetings of the Glastonbury Landowners Association (GLA), a private corporation, and to establish rules of decorum for all persons, including board members, employees, GLA landowners, and members of the public attending the meetings. This policy is intended to facilitate the conduct of GLA business in an open and orderly manner for all persons in attendance and ensure a safe environment free from interference or disturbances.

Conflict of Interest Policy

The purpose of the Conflict of Interest Policy is to protect the GLA when the board is contemplating a transaction or arrangement that might benefit the private interests of a GLA director, or might result in a possible excess benefit transaction. This policy is intended to supplement, and cannot replace, any applicable state and federal laws governing conflicts of interest applicable to non-profit organizations.
This policy is also intended to clarify the definition of an "independent" director.

GLA Board Email Vote Policy & Procedure

The purpose of this policy is to preserve the integrity of the Board of Directors' email vote process that takes place between monthly in-person board meetings, allowing for vigorous discussion and exchange of ideas, and resulting in a legal document that contains all of the pertinent information, including everyone's vote.

Privacy Policy

The purpose of this policy is to delineate the level of protection of personally identifiable membership information that the Glastonbury Landowners Association, Inc. (GLA) collects, maintains, uses, disseminates, or discloses to third parties. Membership information is available per the Bylaws and Montana law. However, certain private information of members that the GLA may have is kept private per federal and Montana law, and because the members have expressed that they have a right to privacy with regard to that information, which outweighs the members' right to know the information.
Corporate records that are available to GLA members may still be considered private information to persons who are not GLA members, and such records may be protected by privacy laws.
No part of this Privacy Policy supersedes the GLA Bylaws. This policy will be updated as appropriate in response to changing business circumstances and/or legal developments.

Record Management and Retention Policy

This Policy concerns the retention and destruction of documents and other records, both in hard copy and electronic media (hereinafter referred to as "documents"). Purposes of the Policy include:
(a) retention and maintenance of documents necessary for the proper functioning of the GLA as well as to comply with applicable legal requirements;
(b) destruction of documents which no longer need to be retained; and
(c) guidance for the Board of Directors, officers, employees and other constituencies with respect to their responsibilities concerning document retention and destruction.
Notwithstanding the foregoing, the GLA reserves the right to revise this Policy as needed.

Tiny Homes Policy
